Is the United States Shooting Down UAP? What the White Sands Reporting Actually Shows

The question is not rhetorical. Released government documents already contain an F-16C engaging an object over Lake Huron, an MQ-9 Reaper firing a Hellfire at an orb off Yemen in October 2024 that appeared to take the hit and keep flying, and an AC-130J crew over the Gulf of Oman watching roughly 25 cold orbs react to the aircraft firing its main cannon.
The United States Government has shot at UAP. That is fact.
The real question is whether the government has moved from reactive engagement to a deliberate program: attracting non-human craft to a controlled range, bringing them down, and recovering the materials.
What Burlison Actually Said
Speaking to Annie Frey, Rep. Eric Burlison described being briefed on an event in which the government "basically tried to set up a perfect-case scenario that would cause UAP to come in, and then to capture them, or to try to document or record them." He said it was very successful, that it had happened months earlier(he made this statement in July 2026), and that "this is when the whole conversation changed, because that event was one that no one could deny."
He added: "There were so many people who witnessed these things, and they were all credible people working in our top intelligence sector." House Majority Leader Steve Scalise later confirmed attending a classified briefing and called some of what he saw eye-opening, declining to go further.
Note what that describes. Not a sensor track or degraded video. A mass-witness event involving credible intelligence community personnel, deliberately engineered.
Documents That May Describe the Same Event
Two PURSUE records have been widely identified as the event Burlison was briefed on. That identification was made publicly by Jordan Flowers of the Disclosure Foundation and has not been confirmed by Burlison or any government office, so it is a strong hypothesis rather than a settled fact. The records are an FBI 302 interview with a senior intelligence official, released in Release 01, and that official's firsthand narrative, ODNI-UAP-D001, released in Release 02.
A helicopter departs a Joint Operations Center investigating glowing orbs seen over several nights and loud thuds in the surrounding mountains. After dark, fresh detections come in. What follows, in the official's words, is a series of close encounters lasting over an hour.
Ground observers on infrared report a super-hot orb near the ground. It departs at speed, splits into two, and outruns the helicopter over roughly 20 miles. An object closes to within ten feet of the aircraft. Five military aircraft enter the area on a training mission. The crew then watches two large orange oval orbs with white centers hold position just above the rotor blades at 700 feet, joined by a third and fourth forming a T beneath them, fading in reverse order.
Then the formations move to the fighters, appearing in a horizontal line and matching their speed and heading. The second document states it plainly: the orbs appeared to break off from the helicopter and pursue the military aircraft.
"We were virtually speechless after these observations."
One detail supports the connection. The operational record notes that earlier that day, an unnamed government office completed a redacted successful test at the same facility, and the Department of War describes the encounters as occurring during an exercise. Neither document uses the word lure. On an active test range, a redacted same-day test is suggestive but not a smoking gun.
Where the White Sands Claim Comes From
The claim that the United States is now downing craft comes from Ross Coulthart's NewsNation reporting, attributed to defense and White House sources. Per that reporting: the Department of War is running a covert intercept operation at White Sands, objects have already been brought down inside the United States and near Juarez, President Trump personally authorized it, Secretary Hegseth was tasked with capture, and Skywatcher's electromagnetic signaling techniques have been absorbed into the effort. Coulthart connects this to the abrupt FAA closure of El Paso airspace in February 2026 and a further restriction on August 11.
None of it has been confirmed by the White House.
Two things sit alongside it. Luis Elizondo has confirmed that a lure-based program called Project Interloper was real, while stating that shooting down a UAP would be a mistake and a provocation, comparing it to why the United States does not shoot down Russian aircraft. And the Department of War publicly demonstrated directed energy systems at White Sands this year, with Hegseth personally operating a LOCUST laser in June. The capability is documented. The intent is publicly unknown.
Why This Matters Operationally
If the reporting is accurate, the change is not that the United States is engaging UAP with kinetic strikes. That has happened before, repeatedly, in publicly released government material. The change is that engagement may no longer be reactive. Luring something to a controlled range in order to bring it down is a different act than firing on an intruder already inside your airspace, and it carries consequences no one has publicly modeled.
Elizondo's objection to kinetic strikes against UAP reads as a threat assessment rather than a sentiment. But it is worth holding it alongside the alternative reading. Some analysts argue the phenomenon has repeatedly presented itself in ways that invite engagement, and that decades of prior interceptions produced no observable retaliation. If that is right, a lure operation may be less a provocation than an accepted transaction. Nobody outside the program knows which reading is correct, and that is the actual problem. The diplomatic and escalatory effects of deliberately downing non-human craft are simply not understood, and the decision is being made without the analysis being visible to anyone who could challenge it.
Three consequences follow regardless of how the claim resolves.
Airspace disruption is a live continuity risk. Two unexplained closures over a major corridor in six months, with shifting official rationales, is a pattern worth planning around.
Recovered materials mean industrial exposure. Avi Loeb has argued that isotopic and structural analysis would settle the origin question unambiguously. Firms in advanced materials, propulsion, and national laboratory work should understand that adjacency to this question is a real prospect.
Your personnel are the witness pool. The Burlison event turned on credible intelligence community witnesses and produced an FBI 302, the same instrument now recurring throughout PURSUE.
The United States has fired on UAP before, and the sky did not fall. What the White Sands reporting alleges is not the first shot but the first(potentially known) campaign: a deliberate program to attract and recover rather than to defend and report. Whether that is dangerous, routine, or something the phenomenon itself is inviting, no one has said publicly. A briefing for three members of Congress is not enough to answer it.
