THE FIVE LEVELS

ANOM-1 — Nominal: Sporadic isolated UAP reports. No verified military encounters. No confirmed proximity to restricted airspace or critical infrastructure. Activity consistent with historical baseline.

ANOM-2 — Emerging: Increased documented incidents across multiple regions. At least one verified military observation. UAP activity noted near restricted airspace or sensitive installations. Governmental monitoring underway.

ANOM-3 — Escalating: Multiple confirmed military encounters across separate commands. UAP demonstrating unexplained flight characteristics. Documented incursions near critical infrastructure. Formal governmental investigation active.

ANOM-4 — Critical: Sustained pattern of UAP activity across multiple theaters. Confirmed proximity to sensitive defense and energy infrastructure. Documented trans-medium behavior or military engagement.

ANOM-5 — Breach: Mass sustained UAP presence across multiple domains. Direct interaction with or disruption of critical infrastructure confirmed. Government acknowledgment of non-human origin under active review at the highest levels.
